Make Forced Updates available for Bentley software

A software administrator currently has the option to allow—or not allow—users to update to the latest version of the software (as described in https://bentleysystems.service-now.com/community?id=kb_article_view&sysparm_article=KB0019408).

The challenge is that not all users choose to install these updates. Due to security requirements and the need to apply critical patches, we now have to package and distribute hotfixes or security updates manually to all users.

It would be a significant improvement if we had the ability to force software updates, ensuring that all users remain on the latest, most secure releases of Bentley software.
