Fix the License tool to display entitlements after importing policy

Currently when importing a policy file into the Benley Licensing tool it shows successful, however after a synk and refresh and sending logs, no entitlements show up however the product shows checked out. when launching product it says no entitlements. import doesn't seem to work if your signed in or out. does not show entitlements. Broken feature.
