Add option to STOP over usage

Hi Bentley

We need an option that Administrator can turn ON to STOP license over usage. Plus an option to STOP a users from accessing a 'term license' if the system is set to DO NOT allow offline usage.


This is and has always costed the user Money, and one that we find ridiculous, as we are not able to control it.
